You can get this to work.. change your login name to "administrator" and rather than leaving Domain blank, enter "VM-ORCHESTRATOR" (I assume this is your workstation name) - when not using a domain, this field needs to be your workstation name 
Additionally, whenever I have installed on vCO on a Windows server, I have never checked the Use NTLM authentication checkbox... so if my first note doesn't help, also uncheck this box.
